When both spouses serve in the military, understanding Basic Allowance for Housing (BAH) can make a significant difference when planning a PCS move to Norfolk, Virginia Beach, or Chesapeake.

Hampton Roads is home to one of the nation's largest concentrations of military personnel. With Naval Station Norfolk, Naval Air Station Oceana, Joint Expeditionary Base Little Creek–Fort Story, and other installations nearby, military families often face complicated decisions about housing, commuting distances, and future assignments.

For married couples who are both serving on active duty, one of the most common questions is whether both spouses can receive a housing allowance.

The answer is generally yes, although the rules vary depending on dependent status, duty assignments, and housing arrangements.

Can Both Military Spouses Receive BAH?

Under Department of Defense guidelines, two active-duty service members married to each other may each qualify for Basic Allowance for Housing when government housing is not provided.

The typical arrangements are:

  • Married military couple without children: Each spouse generally receives BAH at the without-dependents rate.

  • Married military couple with qualifying dependent children: Generally, one spouse receives BAH at the with-dependents rate while the other receives the without-dependents rate.

  • Spouses assigned to different duty stations: Each spouse's eligibility and housing allowance may depend on the applicable duty location and assignment circumstances.

  • Couples living in government-provided family housing: Ordinary BAH is generally not payable, subject to certain exceptions.

Your installation's military finance office can confirm your specific entitlement.

How Dual-Military BAH Affects Your Rental Budget

When both spouses qualify for separate housing allowances, a military household may have greater flexibility in choosing a rental home.

That can be particularly helpful in Hampton Roads, where rental prices and commuting distances vary considerably between neighborhoods.

However, having two housing allowances does not necessarily mean a couple should commit the entire amount to monthly rent.

BAH is designed to help cover housing expenses, including utilities. Families should consider electricity, water, insurance, transportation, and other household expenses when determining an affordable rental budget.

The allowance is generally based on each service member's pay grade, assigned duty location, and dependent status—not simply the ZIP code of the home they choose to rent.

Choosing Where to Live in Hampton Roads

For dual-military couples, selecting a home may involve balancing two separate commuting requirements.

One spouse may be assigned to Naval Station Norfolk while the other reports to NAS Oceana, Little Creek, or another installation.

A rental that is convenient for one spouse may create a considerably longer commute for the other, particularly when travel involves the region's bridges and tunnels.

Our local guides provide additional information about housing and neighborhoods:

Finding the right location is often as important as determining the monthly housing budget.

What Happens When One Spouse Receives PCS Orders?

Dual-military couples face an additional complication: they may not always receive orders to the same installation or at the same time.

The military recognizes these challenges, including separate duty assignments, deployments, and family responsibilities.

From a housing standpoint, military couples should consider what happens if one spouse is transferred while the other remains assigned to Hampton Roads.

The Servicemembers Civil Relief Act (SCRA) provides certain lease termination protections when qualifying military orders are received. However, the rights and responsibilities of each spouse may depend on the orders, lease arrangements, and applicable law.

Couples should review their individual circumstances with their installation's legal assistance office before making lease termination decisions.
